Description
In order to simplify cert-ci instance deployment, I reuse the default buildmaster puppet class, which by default deploy a several init groovy scripts and plugins which must be removed
We must also remove plugins installation from puppet.

I modified buildmaster puppet classe in order install groovy init scripts based on parameter. those changes are located in this PR#1273
Puppet agent re-enable everywhere
I removed all scripts from init.groovy.d
