Switch agents to Kafka remoting on ci.jenkins.io?

      Hi R. Tyler Croy and Olivier Vernin

      I have seen a lot of windows agents close their JNLP connection other times they don't respond to pings. I have not noticed any issues with Linux agents.

      Perhaps switching to Kafka remoting will help solve those connection issues though that seems like a more significant infra project.

      I welcome other suggestions would be great to have these intermittent connection issues resolved.

            We have retired all win2012 agents and moved completely to win2019. Is this issue still occurring?

            I work with a network that is consistently bad and I see JNLP errors all the time, for both Windows and RHEL agents.

            This is specific to windows agents on ci.jenkins.io, not general Jenkins usage.

            Closing this issue as INFRA-2918 (migrating from ACI to Kubernetes agents) helped in regard with this error.
