Missing tools in agent images

      Description

      After INFRA-2972, there was some regressions in the Ubuntu agents used for trusted.ci:

      • `jq` is not available
      • `unzip` is not available
      • `git` is not available, or outdated (leading to usage of JGit by Jenkins, which is slow)

      The former configuration of agents was executing the commands below, on a fresh bare Ubuntu 18.04 VM:

      While the Ubuntu 18.04 custom templates are provisionned with the following script: https://github.com/jenkins-infra/packer-images/blob/main/scripts/ubuntu-18-provision.sh

      We should:

      • Must Have: Install `unzip` and `jq` commands on the Ubuntu 18 templates to have the same features as before
      • Must-have: Ensure that native git is installed and up-to-date on both Ubuntu and Windows
      • Nice to have: add `jq` to the Windows machine
