jenkins gradle plugin not running utf-8 save build.gradle file(on windows)

      jenkins 1.417

      build.gradle file usually utf-8 on windows.(groovy is usually utf-8 save)
      but os-encording(MS932) save nesessary it write on japanise comments.(2 byte code)

      groovy script is running utf-8 source need
      JAVA_OPTS=-Dgroovy.source.encoding=UTF-8 -Dfile.encoding=UTF-8
      but not apply method it gradle.bat

      I hope to encording selecting it's plugins.
