safe-restart and reload-configuration options missing from CLI

      Previously the following options were available via the CLI jar:

      java -jar jenkins-cli.jar -s http://localhost:8080 safe-restart
      java -jar jenkins-cli.jar -s http://localhost:8080 reload-configuration

      These calls are no longer listed in:
      java -jar jenkins-cli.jar -s http://localhost:8080 help

      Both result in the "No such command: [name]" error message. I couldn't see anything related to their removal in the changelog, so I'm assuming this is a mistake rather than intentional.

          What is latest Jenkins version when this was available and working? Same issue in 1.416.
