Do not allow to start new job in case another job that fits those conditions is already running

      To add configuration item (checkbox ?) that will allow to set the behavior, that, in case any other instance of some throttled job is already running, newly created instances of this job will not start, will not be scheduled (to after running instance ends af of current version), but will end immediately. Result of this situation may be the not-started job is marked as "failed", or maybe as "broken" (gray ball). It would be great to allow to set this result (including "success" state).
