[JENKINS-14381] Html publish plugin doesn't show any fields in Jenkins 1.474

1. Enable HtmlPublisher plugin
2. Create the job
3. Add "publish html reports" from post build step

Result: there is no fields where I can set the path to the reports(see the attachment)
