Configuration Slicing should temporarily disable the Auto Refresh plugin

      When entering changes for a task, if the user does not disable auto refresh then their changes will be lost upon the next refresh interval. This conflicts with the default behavior of the "Configure system" option where auto refresh is disabled while viewing that page.
