I don't think this is necessary any more since the SDK tools are more stable nowadays — i.e. the whole build system doesn't break after every SDK tools update.

The Android Gradle build system also now lets you specify the exact version of the build tools you want to use per project.

This enhancement request is still requested. My company would like to use it in a build system that needs to specify the sdk version.
