Promotion Process Never leaves queue

      Fresh reboot of Windows machine hosting Jenkins.
      Created build job
      Created deploy job
      Created promotion process from build job to deploy job.
      If I check the status of the build to be promoted it indicates "Pending promotion (promotion queued)"
      If I manually stop that from the queue and then try another it will promoted by the 2nd job never fires
