Support toolchains configuration file like other Maven configuration files (settings, global settings)

      Toolchains is a new mechanism introduced by Maven3 in order to support JDK differences. It would be nice if this could be configured at the job level the same way as it is done for settings and global settings files (through the config-file-provider plugin).
      I will submit a patch in the following days.
