ArtifactDeployer does not appear in Flexible Publish

      Steps to reproduce:
      In post-build Actions, add a Flexible Publish action.
      In the Flexible Publish action's Action field, open the drop down.

      Result:
      Artifact Deployer action is not listed.

      Expected:
      Artifact Deployer action is listed.
