Make OpenID plugin work even when anonymous user hasn't any permissions

      When there's no read access to every user, the openid plugin fails to load its javascripts and breaks. It would be great to make it work even in that situation, so that I can use it in my Jenkins setup, where no one except logged users may see the jobs.
