Queue shelve jobs

      If I trigger shelving for 1000 or so projects, I really don't want then to all run simultaneously.
      Can we have an option to limit concurrent shelvings, and any extras will go in the usual run queue?

          In version 1.4.4, the shelving process appears to be using the normal executor slots.

          To clarify, if you mark Jenkins for shutdown, then the shelve jobs will enter the queue and be processed according to free executors when the shutdown is cancelled.
          Otherwise, they all start immediately.
