workflows deployed with Explorer don't get persisted

    Description

      Workflows which are deployed via Modeler/Explorer are not getting persisted for real.
      When Jenkins restarts, all these workflows are replaced with the initial "hello world" workflow template.
      This does not affect using Eclipse Designer as workflow editor.
