Attempt to promote baseline of level RELEASED is accepted (Praqma case 9827)

      It should be an error to attempt to poll for baselines with promotion level RELEASED.
      Because, that baseline is always attempted to be promoted to the next promotion level, but in standard setup this level is the last, so it can not be promoted further
