Backup does not restore user credentials

      To reproduce:

      • backup a config that contains matrix authentication
      • setup a new jenkins instance
      • add the thinBackup plugin
      • restore the latest full backup

      Jenkins restarts and may not allow user sign up. A login attempt with with old credentials fails due to missing password
