[JENKINS-19669] Jenkins shutdown request must be audit trailed - Jenkins Jira

When somebody clicks to prepare jenkins to shutdown, nothing is logged.

But as this is the only way to know who is "about" to shutdown jenkins, I think we should add a log for that.
