"Stop" button should stop all listeners

      In "Manage Jenkins" -> "Gerrit Trigger" in the "Control" box:

      I expected the "Stop" button to stop all GerritTrigger listeners.
      I expected "Start" to start up the listeners again.
      I expected "Restart" to stop all listenerns and restart them.

      This would, at least, allow a manual work around for JENKINS-10709 and any similar problems in the future. It would also match my expectations as a user.
