Use case: An organization forks a public project for internal development, but continues to merge in changes from the public branch. Jenkins builds in the public-branch changes (Git commits), gets a build failure, and notifies everyone who made a commit within that set of changes, if "Send separate e-mail to those who broke the build" is checked.
There should be a sub-option to limit any emails sent to a list of email domains (specifically to within the organization).

I have the fix for this built, tested & deployed. I haven't found the time to merge the latest public version, nor share the new code back via my employer's process.
