step:
1.Build with the parameters.With one file parameter at least and some of the names or values of the parameters are Chinese.
2.Click "build".

result:
The build is blocked because of the encoding of Chinese is incorrect.

This issue duplicates ~~JENKINS-19990~~ [ ~~JENKINS-19990~~ ]

This would be resolved by supporting Non-ascii encodings.

Parameterized-Trigger 2.23 now handles non-ascii characters.
