File Parameters type causes the encoding of Chinese incorrect and blocks the build

    Description

      step:
      1.Build with the parameters.With one file parameter at least and some of the names or values of the parameters are Chinese.
      2.Click "build".

      result:
      The build is blocked because of the encoding of Chinese is incorrect.
