Changeset items are empty in XML/JSON view

      The XML or JSON view of a free-style build includes "item" elements under the
      "changeSet" element, but they have no content.

          you can expand empty elements by using the depth query parameter.. but in this case it looks like this was fixed at some point to default to expanded.
