Create token for "SCM Issue Number" in change log format

      Request for an additional token that allows us to specify the "SCM Issue Number" in the change format.

      For example, We use JIRA + AccuRev and I would like to display: "[User] - [Issue Number] - [Message]"

      (e.g. Skylar Sutton - PROJ-001 - Added new tokens to support issue numbers)

          That would be the job of the SCM plugin you have, not the email-ext plugin. There are too many SCM's out there to support, but if the SCM plugin provides a token macro, then you would be able to use it in email-ext.
