No description or tool tip of what a "promotion" is on the job/<job>/<id>/promotion/ page

      As an engineer who has used Jenkins, Bamboo and many other Continuous Integration services, when I see a "Promotions" page attached to a build with buttons like "Reexecute Promotions", it would be helpful to know what specifically, a "promotion" is by reading about it on the page via tool tips or help text.
