Proxy "Test URL" ignores no proxy setting

      When using the "Test URL" feature in the Update Center settings the no proxy settings are ignored. To reproduce:

      • Enter a proxy
      • Add localhost as an exception
      • Try connecting to localhost

      See that the connection fails.
