REST/CLI access to ScriptApproval

      It would occasionally be useful for ScriptApproval to expose REST and/or CLI APIs to obtain lists of pending scripts and signatures and to approve them. Examples: batch reloads of items from disk which use scripts; management of farms of Jenkins instances.
