Add option to remove "Email Template Testing" links

      The entry "Email Template Testing" shows up on almost all our jobs - also for not logged in users. Since we don't use other templates than pure html or text from inside the job configuration we don't need this feature at all. It only adds spam to our Jenkins a bit.

      It would be nice to have this feature either toggable or as an additional plugin.

          I'm already working on something that would allow you to make it only show for admins. This is as far as I am willing to go.

          This should be fixed in 2.39. I revamped how the project actions were done so that it would do the correct checks.
