[JENKINS-2438] Mantis Plugin should be able to use a proxy

Hudsons "Plugin Center" allows the use of a proxy. This is great, cause many
hudson servers reside in a DMZ or other "proxy-only" configuration.

When using the mantis plugin in such an environment, the "changes page" of a job
hangs due to a "Failed to connect <bugtracker url>" error.
