MSTestRunner is not an option in the conditional-buildstep plugin. According to the plugin documentation this is because the descriptor doesn't extend hudson.tasks.BuildStepDescriptor. It would be nice if this plugin was updated so it could be used in the conditional-buildstep plugin.
