Improve robustness of configuration forms against faulty scripts

      Numerous issues report problems with configuration forms ("Loading overlay does not go away"). These usually turn out to be problems with plugins.

      Jenkins should be more robust in these cases to not break completely, and/or indicate which plugin introduced the problem so users have an easier way to resolve the problem.
