Hide job action (at least optionally) from UI

      Users are constantly confused about the difference between "Build with params" from plugin and "Build with parameters" from core. I expect there is no use-case where user would actually click "Build with params" as the whole point is providing get parameters.

      I suggest hiding the action from UI making it only available for direct URL access.
