      Running IE11 on Win 8.1, job ball does not flash and job progress bar (red, moving diagonal stripe) does not animate.

      Icons behave correctly in Chrome.

          Cannot reproduce on the Windows 8.1 with IE 11 test VM from modern.ie with Jenkins 1.590. The ball was animated in the list view column, the builds widget on the job page, and the progress bar was updating on the per-job builds widget, and the executors widget.

          It would help if you could help narrow down the circumstances for this issue to appear. Does it e.g. happen on all Jenkins instances? (There are public ones you could try like ci.jenkins-ci.org)

          I think the reason that it's not working for me is that 'Play animations in webpages' is disabled in Internet Options > Advanced > Multimedia due to a system-wide policy.

          So I think you're correct that it's not a Jenkins bug. Sorry to have wasted your time.
