[JENKINS-25702] Fail Build if warnings are present is not working for first build or build without any reference

Build should fail if there are any warnings independent of reference build.

I have configured job with gcc 4 compiler parser and set the threshold to 1

for the first build it reports 3 warnings but still build passes.
From second build it is failing.
