Create permalinks from stages

      To help replace the Promoted Builds plugin when dealing with inter-flow dependencies (or, generally, flows as upstream projects), as well as for general use by scripted automation and so on, it would be useful if when running a stage step you could ask to create a permalink (perhaps just taken from the stage name?) if the stage completes successfully. This would give you a URL that could be used to refer to the last build which got at least to a given stage.
