Looks like you don't have the Mailer plugin installed. Please install and enable it.

I've restarted Jenkins 3 times and it's ok now.

Thanks Alex, it works with the Mailer plugin installed. Before restarting Jenkins I've allowed Mailer plugin, but it was not obvious to me that this was the decision.
I'll close the issue.
