Can't run Deflake rebuild against multi-module project

      "Deflake" is only offered for individual modules within a build, not for the overall build.

      For me, these module rebuilds fail because I use "Generate environment variables from script" and the script can't be found in the sub-module's workspace (it lives under the parent module's directory).
