      I enabled '1st failure' as trigger with 'developers' as recipients on a build job. When the build fails after the repo has pulled from it's remote repo, this notifies all (which can be hundreds of developers) committers within the last 'change'. Only the latest committer should get notified.

          Developers is anyone who committed since the last build. This list is gotten from Jenkins core.

          If there have been multiple commits since the latest build, Jenkins has no way to know which of the committers broke the build. So why only email one of them?
