Auto created users receiving e-mails on build failure

Jenkins automatically creates users from GIT commit log.

But when projects are updated with merges from mainstream(like linux) and subsequent build fails all users in the commit log receive e-mail, thus spamming everyone.

A solution to the issue is to use Email-ext plugin with pre-send rule.
But Email-ext plugin is not installed/enabled by default and needs to be added to individual project.

Wouldn’t it be a better solution to provide a configuration if automatic user addition can be enabled or disabled.

Or Email be sent with pre-send rules like in Email-ext plugin?

          New: Hi Team,

This is Srinivas and working in Techmahindra. Here I am working Jenkins for Send the e-mails to team members for any modification in the SVN code. I have done sent the e-mail notification to them but How to filter the “no changes” in sending email notification.

It'd be great if email-ext allowed to specify an alternative text if a CHANGE_... token is empty (i.e. no changes).

Then I could add a notice if no changes are available to make it clear that nothing was changed:

          Thanks & Regards,
          Srinivas

New: Problem Statement: How to stop the “no changes” mail in e-mail notification.

We are using Jenkins for send the e-mails to team members for any modifications in the SVN code. We have done already sent the e-mail notifications to them including “no changes” mail but we need to stop the “no changes” mail in e-mail notification.
