Node configuration missing after downgrading from 1.607 to 1.606

      It looks like 1.607 changed where node configuration is stored, it used to be in the main config.xml, now it's stored nodes/$NODE/. While the upgrade process works, downgrades don't merge the configurations back resulting in no nodes configured. This makes it difficult to investigate regressions across this version.
