Restrict a generated job to an executor label, but not the generator itself

I would like to restrict my generated job to a particular executor label, but if I try to restrict the actual generator to a label, it does not work at all. The generators seem to want to run on master. I'm not clear how to configure the job such that the final job runs in the right place (which is not master).
