Allow "--file" option in "Create Image" step

      Dockerfile may not necessarily located at the root of context. In this case, we can use "docker build --file=path/to/Dockerfile ." in command-line to specify non-default path of Dockerfile.

      So please add option of "Custom Dockerfile location" in the step as well.
