Problem with user privilege assignment from security config

      Hi,
      We use Hudson's integrated user administration with Hudson's own user database,
      and grant all user privileges to logged in users. But once logged in, the user
      can only browser projects, no link is available for managing hudson main level
      or project level configuration.

      This problem seems only appear at version 278. version 275 works fine.
