Workflow step that is a platform-neutral alternative for bat and sh

      such a step would make platform neutral workflows a lot easier especially if JENKINS-28718 was also implemented.
      The tools that I interact with have all platform neutral ways of launching them, like a .bat file on Windows and an executable script on *nix.
