Reproduce:

• Create a parameterized job
• add a "Node" parameter
• Configure "Node eligibility" to "Ignore Offline nodes" OR "Ignore Temp Offline nodes"
• Save

The setting for "Node eligibility" is now active on the selected value, as expected.

• Open the configuration again.

Result: The "Node eligibility" is showing the default "All nodes"
Expected result: The "Node eligibility" should show the saved value

Same thing happens when Jenkins is restarted.
