The fitness config get lost with a condition step

      I install the fitness plugin 1.16.
      I config the fitness builder with condition step, all my fitness config get lost when I save the job.
      As JENKINS-21636 suggests, this issue has been address in release 1.13, but it seems 1.16 has the same issue.
