Pin changelist not working with CheckOnlyImpl

      When using the workflow plugin.

      This syncs the workspace to changelist foo:

      checkout $class: 'PerforceScm', populate [$class: 'ForceCleanImpl', pin: 'foo', ...

      This always syncs the workspace to the head revision:

      checkout $class: 'PerforceScm', populate [$class: 'CheckOnlyImpl', pin: 'foo', ...
