When users are viewing a job page, the Build History widget shows an icon of a wrench with the tooltip "Config changed since last build", if the recorded configuration of the job for that build is different from that of the previous build.
When users click this icon, they are shown a diff of the configurations, but only if they have the permission to view configurations. Otherwise they are shown the text "No permission to view config history".
It would be helpful for users if the icon weren't shown, when they don't have access to the information that it links to. This is especially true when there might be several plugins putting indicators next to job entries.
Hello, I kind of disagree, one could argue the link is not necessary. However the information that something changed is nonetheless valuable. Say you have role "jenkins admin" and a role developer. Then the least thing a developer wanted to know that something outside of his checkout has changed. Even plugin updates often lead to changed behaviour. @stefanbrausch?
