ClearCase plugin does not add load rules for UCM snapshot view automatically on Windows

      we are migrating clearcase plugin from 1.3.7 to 1.6.2.
      We are testing this plugin in our test server and we see that when creating Snapshot view it does not automatically load the rules from the foundation baseline.

      If we specify the load rules it is working fine.

      Can you please Advise or look into it
