[JENKINS-31564] Windows Slave service cannot be installed on Windows Service 2012 R2 due to the missing .NET3.5

WinSW is packaged for .NET 2.0, which is missing in modern Windows versions by default. Happens on winsw-1.19, see the attachment.

Issue for winsw:

Solution: add new package to WinSW, bundle both packages into Jenkins core

is related to

JENKINS-21484 Jenkins Windows slave service exe requires .NET 2.0 only. Allow it to work with later .NET versions.
